2002 Newsletters Here is the breakdown of the Sanitary District billing with a brief explanation of each fee.
GOB-$16.22 (All customers pay this fee) These are Government Obligation Bonds that was originally entered into debt when the District was formed to repair the collection system (sewering piping and manholes) and to build a new wastewater treatment facility. Debt authorized by voters in a bond election.
WIFA - $12.86 (Unimproved lots pay $8.25 monthly) Water Infrastructure & Finance Authority; These are monies borrowed by the District after increased debt authorization was approved by voters to make improvements to the wastewater treatment facility to meet Environmental Protection Agency and Arizona Department of Environmental Quality requirements. These funds are also used to make additional repairs to the collection piping and manholes.
O & M - $26.79 (Unimproved lots do not pay this fee) (Operating & Maintenance) These fees pay all operating costs associated with the entire system, including wages, insurance, administrative costs, vehicle maintenance, etc.
SAA - $5.25 (Special Assessment) This fee is only paid by properties that did not pay the $615.00 original assessment fee up front when the District was formed to buy the system from a private corporation to avoid system condemnation. _______________________________________________
